For most soccer bets, no: extra time and penalties count in markets on the tie or the competition, such as who goes through or who lifts the trophy. Bets on the match itself, meaning the result, goals, handicaps, goalscorers, corners and cards, settle when normal time ends, 90 minutes plus stoppage time. So a match that is 1-1 at that point pays the draw, whoever wins the shootout that follows.
That is the default in the Bookmaker Declared Betting Events Betting Rules, the NSW rule book that binds bookmakers authorised for sports betting under NSW law. Its clause 5.2.7.3 takes the score when normal time ends as the result, and puts normal time at "in most circumstances, ninety minutes plus injury time", unless a different basis was agreed when you bet. Bookmakers outside that rule book publish their own soccer rules, so read the clause for your market first.
Which soccer bets include extra time and penalties
The question a market asks decides whether play after normal time can answer it:

Extra time betting rules: the rule book and the Laws of the Game
In the rule book's definitions, normal time is the scheduled length of a match plus "any additional time provided by match officials for stoppages", and extra time is anything played beyond it "to resolve any tie, draw or dead heat". Three clauses then settle most soccer bets:
- Clause 5.2.7.3: a soccer match's outcome is decided at the end of normal time, unless agreed otherwise.
- Clause 5.1.7: where the bookmaker offered a price on the draw and the match is drawn, extra time is left out, and every bet on another result is deemed to have lost.
- Clause 5.2.7.1: if a match is called off and no official result is declared, bets still undecided are void and refunded, while bets already decided stand.
The Laws of the Game (2026/27) draw the same line. Law 10 lets a competition that needs a winner use an away goals rule, two equal periods of extra time, each 15 minutes at most, or a penalty shootout, alone or combined. It has the shootout "taken after the match has ended". Added time belongs to normal time, so a goal in it counts, as stoppage time explains.
Worked example: a 1-1 draw won on penalties
Example: Illustrative prices and events. In a single-match cup quarter-final between Team A and Team B, each bet is $20, placed with one bookmaker before kick-off. Team A's Player 7 scores after 34 minutes, Team B equalises after 79, and normal time ends 1-1. Extra time brings no goal, and Team A wins the shootout 4-2.

The three main markets gave three different answers. The 1X2 market paid the draw, the to qualify market paid Team A, and the goalscorer market paid both players who scored in normal time, Player 7 and Team B's scorer.
Now give extra time two goals. Team B's Player 14, a substitute who came on after 70 minutes, scores after 98 minutes, Player 7 makes it 2-2 after 112, and Team A still wins the shootout 4-2:
- Every bet in the table settles as before: the score when normal time ended is still 1-1.
- $20 on Player 14 to score at any time at $5.50 loses in a market settled on normal time, and pays $20 x 5.50 = $110.00 only in a market that says it includes extra time.
- $20 on over 2.5 goals at $2.15 loses, although four goals came in 120 minutes.
Penalty shootout betting and to qualify prices
A to qualify bet pays however the side goes through, so it is shorter than the same side's 1X2 price. You can rebuild it from the match prices:
chance to qualify = chance of winning in normal time + chance of a draw x chance of winning after a draw
The example's 1X2 prices add up to 1 / 2.30 + 1 / 3.45 + 1 / 3.05 = 105.25%. Taking that margin out in proportion leaves Team A 41.31%, the draw 27.54% and Team B 31.15%. Say you rate Team A a 55% chance to win the tie once it reaches extra time (an illustrative figure):
- Team A to qualify = 41.31% + 27.54% x 55% = 56.46%, a fair price of 1 / 0.5646 = $1.77. At $1.72 the expected return is 0.5646 x 1.72 - 1 = -2.9% per $1 staked.
- Tie to go to penalties = chance of a draw x chance that extra time ends level. At an illustrative 50%, that is 27.54% x 50% = 13.77%, a fair 1 / 0.1377 = $7.26, so $6.00 returns 0.1377 x 6.00 - 1 = -17.4% per $1.

Goalscorer and player markets in extra time
Player markets follow the rule type in your bookmaker's terms. The common types:
- Normal time only. The NSW default decides the match when normal time ends, so on that reading a goal, corner or card in extra time counts for no player or event market.
- Includes extra time. A market written to cover extra time says so in its name or rules; without those words, assume normal time.
- Never the shootout. A shootout kick is taken after the match has ended (Law 10), so it is not a goal in the match, and a goalscorer bet settled on the match does not count it.
- A player who comes on only in extra time. The A-League's 2025/26 finals rules let each team replace one more player, with one more substitution opportunity, during extra time of a finals match, even if it had used all its other substitutes. A player who enters then took no part in normal time, so check whether your terms void his 90-minute bet or let it stand.

The Australian Championship's model gives 3 points for a win, 2 for a draw won on penalties, 1 for a draw lost on penalties and none for a defeat. A 1X2 bet on the draw still wins, but a table market can turn on the shootout. A-League betting covers the A-League finals series.
Two-legged ties
Each leg is its own match for 90-minute markets, and extra time comes only at the end of the second leg, when the aggregate is level (Champions League Article 21). So extra time can follow a second leg that one side won, if it lost the first leg by the same margin, and that leg's 1X2 bets still settle on its own score. Where a competition uses away goals, a tie level on aggregate can be decided on them at the end of normal time, with no extra time.

Find two things in your bookmaker's terms: whether the market is written on normal time or on the whole tie, and how player markets treat extra time. Then compare prices.
