A corporate bookmaker is an online and phone fixed-odds bookmaker run as a company and licensed by a state or territory regulator. The name sets it apart from bookmakers who field at the track and from the TAB. Racing NSW's reference manual describes corporate bookmakers as licensed off-course wagering operators that work out of various jurisdictions and offer betting services online.
Corporates, or corporate bookies, offer their own fixed prices on racing and sport, set in-house or taken from a betting platform. Any of them taking online or phone bets from people in Australia has to be on ACMA's register of licensed providers. Where corporates are licensed
Each row of ACMA's register shows a trading name, the company or person holding the licence, the website and the authority that issued the licence. On its 7 September 2026 update, 48 of the 219 trading names list the NT Wagering Commission, under its older register name, the Northern Territory Racing and Wagering Commission. That is 48 / 219 = about 21.9%, against 76 names for the Victorian Gambling and Casino Control Commission and 71 for Liquor & Gaming NSW.
A row is a brand, so one company can account for several, and the Victorian and NSW rows include telephone-only bookmakers run by individuals and partnerships. In the Northern Territory, where many of the big online brands are licensed, the licence class is a sports bookmaker licence under the Racing and Wagering Act 2024 (NT). Tote-linked products some corporates sell
Some corporates also sell bets that pay by reference to tote dividends rather than a price they set themselves, such as best tote products. Each bookmaker defines its own version, including which dividends count and any cap, so read its terms before you rely on one. These products are also treated differently from plain fixed odds: Racing NSW's minimum bet limits do not apply to derivative bets such as best tote.
